English Councils Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a recent survey of municipal councils, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Increasing Financial Pressures Prompt Asset Sales

The Key Cities Group representing major urban areas in England stated that six out of ten of councils are intending to dispose of properties to cover the rising costs of adult and children’s social care.

Local governments have previously come under fire for selling playing fields and land to support their budgets, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of authorities seeking to raise money from a fire sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials said they would prioritise service redesigns and using savings to manage growing financial challenges.”

Detailed Cases of Planned Disposals

Medway Council in southeast England announced its property management strategy included the disposal of a retail complex in a local town and a social club in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the plan.

Council Tax Increases and Wider Financial Pressures

This research of councils in the key cities group, which covers several urban centers, also found that over seven in ten of councils will have to raise council taxes next spring to cover the growing cost of essential services, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to deliver both improved services and financial savings,” said a council leader.

He continued: “There are population challenges which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

National Trends and Forecasts

Research of regional authorities this week also found council budgets being strained by the growing number of children and older individuals requiring Send support.

A network of councils said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until next year after a policy document outlining those changes has been postponed.

Disadvantage and Financial Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) for English councils, several key cities members were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the latest deprivation indices,” noted the report.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The data underscores the scale of difficulties facing local leaders across major urban centers in the coming year,” the analysis added.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that reflects and addresses the actual extent of deprivation and demand,” said Michael Mordey.

“Without this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the last year, the survey revealed.
